Monthly Landlord Update – Stay Informed with Apex Housing Solutions
Now that the new year festivities are well and truly over and January is in full swing, we wanted to keep you updated on key legislative and regulatory changes that could affect you as a landlord in 2025.
With significant developments like the Renters’ Rights Bill and the end of Section 21 evictions on the horizon, it’s never been more important to stay informed.
Plus, many landlords will need to renew their electrical certificates this year as we approach the five-year milestone of EICR regulations.

What’s Happening with the Renters’ Rights Bill?
The Renters’ Rights Bill is currently being discussed in the House of Lords, moving closer to Royal Ascent. This new legislation shares similarities with the previous governments proposed Renters Reform Bill, including the following changes:
The end of Section 21 evictions
Increased tenant rights, such as the ability to keep pets in rented homes
Removal of fixed term agreements
Tenants being able to give two months’ notice to end their tenancy at any time
Although there is a chance the bill may undergo further changes, it is likely to receive Royal Assent by late spring. Once passed, it will have a significant impact on landlords.

The End of Section 21 Evictions
The abolition of Section 21 “no-fault” evictions will coincide with the Renters’ Rights Act. For example, if the Act takes effect on 1st October 2025 (there’s nothing to suggest that this will be the date), the final date to issue a valid Section 21 notice would likely be the working day prior.
After this change, landlords will need to use Section 8 notices to regain possession of their properties, relying on specific grounds such as rent arrears or breaches of tenancy terms.
Latest figures published in the English Housing Survey 2023-24 suggest that 5% of private renters were in arrears. Given that there are over 4.6 million people in private rented accommodation, that’s around 230,000 people failing to pay their rent on time every month.
In addition, with the increase in cost of living and stagnating salaries, almost a third of renters reported that they were finding it very difficult to pay their rent. It’s likely the situation won’t improve any time soon.

EICR Certificates
Electrical safety regulations introduced in June 2020 require landlords to inspect and test electrical installations in their properties every five years.
As we mark the five-year deadline this year, many landlords will need to renew their Electrical Installation Condition Reports (EICR) to remain compliant.

Other Changes to Watch for in 2025
Here are additional updates landlords should prepare for:
EPC Ratings: Labour’s Ed Miliband is pushing for higher energy efficiency standards, potentially requiring rental properties to achieve an EPC rating of ‘C’ or higher in the not so distant future. At present, rental properties in England and Wales must meet a minimum EPC grade of ‘E.’
Leasehold Reform: Housing Minister Matthew Pennycook confirmed new rules which allow leaseholders to extend leases or purchase the freehold immediately, making it easier for them to take control of managing their buildings. Previously new leaseholders were required to wait two years before beginning the process.
Selective Licensing: Since December 2024, councils no longer require government approval to introduce selective licensing schemes, which could lead to additional licensing requirements for landlords in 2025.
