LONGER TERM,
SELF-CONTAINED ACCOMMODATION
Planned housing secured through structured leasing and block booking arrangements
ABOUT THIS ACCOMMODATION
Apex provides self-contained accommodation secured on longer-term arrangements to support local authorities in meeting ongoing housing demand. This model is designed for situations where councils require greater predictability and continuity than nightly placements can provide, while retaining flexibility and operational control.
Accommodation is secured for a defined period and typically moves away from nightly rates to a stabilised weekly or monthly equivalent. This approach allows councils to plan placements more effectively and reduce churn, while maintaining access to professionally managed, self-contained homes.
WHAT COUNCILS CAN EXPECT
-
Self-contained accommodation secured on longer-term arrangements
-
Offer unfurnished or furnished depending on need
-
Housing reserved for a defined period rather than booked night-by-night
-
Weekly or monthly equivalent costs in place of nightly rates
-
Properties managed directly by Apex throughout the agreement
-
Clear placement, invoicing and reporting processes
These arrangements are commonly referred to by councils as PLA, PMA, PSL or block-booked accommodation, depending on local terminology and contractual structure.
WHY COUNCILS
USE THIS MODEL
Longer-term self-contained accommodation provides a balance between flexibility and stability, helping local authorities reduce reliance on reactive nightly placements without committing to permanent housing solutions.
Councils use this model because it offers:
-
Greater predictability of supply, supporting forward planning
-
Reduced churn, with households able to remain in place for longer
-
Improved operational control, compared to ad hoc nightly use
-
Stabilised costs, converted to weekly or monthly equivalents
-
Single-point accountability, with Apex managing the accommodation end-to-end
This makes the model particularly suitable for households requiring longer periods of temporary accommodation where continuity is important.
HOW IT WORKS IN PRACTICE
1. Apex issues daily or regular availability lists outlining current available homes.
2. Councils request accommodation and, where required, receive compliance documentation for review.
3. Reservations are confirmed, and Apex will sign the councils PLA/PMA/PSL documents.
4. Client details are passed to Apex’s dedicated bookings and check-in team, who contact the occupant directly to arrange access, often on the same day.
5. At check-in, occupants are shown how the property operates, including utilities, heating and safety information, and are provided with local area guidance.
6. A full check-in inventory and condition report is completed and shared with both the occupant and the council.
7. Within 48 hours, Apex carries out a settling-in and welfare check to confirm the placement is working as intended.
STANDARDS,
INSPECTIONS AND OVERSIGHT
All longer-term accommodation is inspected regularly to ensure standards are maintained throughout its use. Maintenance is managed directly by Apex, with responsive repair processes in place to address issues quickly and minimise disruption.
This structured oversight helps maintain property standards over longer placements and provides councils with confidence that accommodation remains appropriate for continued use.
